This afternoon I walked by Union Station, where I saw a group of 12 U.S. Capitol Police officers on bicycles arresting a homeless man. Next to them stood two National Guardsmen chatting over coffee. I approached the pair and asked how their day was going.

“Great. Same as always,” one said. “Easiest money I ever made.”
